NR system under scrutiny in HRNSW consultations

Harness Racing New South Wales (HRNSW) has announced another Statewide consultation process with its industry stakeholders beginning next month.

The sessions will put the microscope on issues including the National Rating (NR) system/matrix, raceday programming and handicapping.

HRNSW Chief Executive Officer, Peter Buckman, said the initiative is in line with the organisation’s Strategic Plan.

“Race programming and handicapping is currently one of the most contentious matters in the industry,” Mr Buckman said.

The National Ratings Based Handicapping system was adopted in most Australian States, including NSW, from 2019 and forms the basis of the Programming System in NSW.

The programming of races and race date allocation are aimed at maximising field sizes, races and allowing participants the opportunity to race weekly, but HRNSW has introduced a number of races specific to this state to maximise these efforts.

These include but are not limited to single code meetings (allowing races to be divided equitably), concessions for 2YO and 3YO horses, females and younger drivers, races restricted to lifetime wins, increased maiden (non-winner) races, races restricted by age and races with preference to locally trained horses.

The organisation’s 2023-24 Annual Report noted that in a number of regions, HRNSW experienced record numbers of horses running in races, with an average of 9.19 starters per race across the State.

Mr Buckman said the Statewide consultation aimed to gather input from participants across all regions to help shape a more effective system moving forward.

“We encourage all participants to attend the forums and contribute respectfully. We have extended the roadshow venues to ensure all regions are represented and that participants have varied options to attend.”

Meetings are to begin at 7pm at the following venues:

  • Monday April 28 – Wagga Paceway
  • Tuesday April 29 – Bathurst Paceway
  • Wednesday  April 30 – Menangle Paceway – Pavillion Bar
  • Thursday May 1– Newcastle Paceway
  • Monday May 5 – Tamworth – Wests Leagues Club
  • Wednesday  May 7 – Penrith Paceway
  • Thursday May 8 – Goulburn Paceway
