Following the governments latest announcement that the whole of New Zealand would remain at Alert Level 4 until 11.59pm on 24 August 2021, the following Order and Direction – Husbandry of Standardbreds – Alert Level 4 takes immediate effect and will remain in force until further notice.
The Order and Direction documents are binding on all clubs, licenceholders, owners and other persons to whom the Rules apply.
Essential Service Letter
HRNZ have provided an ‘Essential Service Letter’ template below for trainers to fill out under Alert Level 4 and to ensure that any employees travelling to their stables have a letter authorising their travel.
Please see the template here, which you must complete and provide to any employee who is required to travel to your stables, training centre etc, relating to the provision of essential services, as HRNZ has agreed with MPI, of feeding, care and exercise of horses on your property.
We have been advised that from August 17th 2021 the police may be stopping people travelling in private vehicles to confirm why they are/may not be appropriately observing the lockdown protocols under COVID-19 Alert Level 4.
Please ensure:
- You add the date;
- You add your logo (if you have one), business name and address to the top of the letter;
- You also add the name of a contact person and phone number at the bottom of the letter;
- You must complete one letter for each employee;
- All employees MUST carry this letter in their vehicle at all times. They must have ID with them such a as a driver’s licence, along with their HRNZ trainer/stablehand licence;
- If employees are travelling by car to work and there are two or more people in the vehicle, they must, as much as is practicable, observe social distancing and wear a mask.

In addition to the above documents, please remember government protocols, including wearing face masks, social distancing and regular hand sanitising, must be followed to ensure we are able to continue to race at other alert levels when restrictions are lifted.
These steps are necessary to protect the health and wellbeing of our participants and to ensure that our industry can continue to function.
