DC lobbyist said RHSA replacing HISA has zero chance

Marty Irby, a top Washington DC Lobbyist, is this week’s guest on the Harness Racing Alumni Show.

Marty explains the process of how bills in the House and Senate become laws, the odds of a bill being passed and the amount of money that is required. He adds that the chances of the USTA supported RHSA bill replacing HISA, has a zero chance of passing and is a total waste of time & money. Irby adds that without HISA racing is finished.
